  • Description: Bugala Island, Uganda, has boasted natural beauty but also unpaved roads, no grid-based electricity, a chronic water shortage, and a dilapidated ferry. Rather than using traditional aid, USAID brought private sector investors together to improve the island’s infrastructure. A USAID guarantee was critical in making the island’s infrastructure an attractive investment. The $40 million multi-sector infrastructure project launched with a new ferry representing “a new era of improved communication between the mainland and the island.”
